The call for these grants recently published in Royal Decree 477/2021, of June 29, which approves the direct concession to the autonomous communities and the cities of Ceuta and Melilla of aid for the execution of various Incentive programs linked to self-consumption and storage, with renewable energy sources, as well as the implementation of renewable thermal systems in the residential sector, within the framework of the Recovery, Transformation and Resilience Plan.

Ultimate beneficiaries of the aid:

Ultimate recipients of aid from incentive programs 1, 2 and 3:

• Legal persons and groups of companies or natural persons, with or without legal personality, that carry out an economic activity for which they offer goods or services in the market.
• Renewable energy communities and citizen energy communities.

The ultimate recipients of the incentive program 1 must carry out their activity within a National Classification of Economic Activities (CNAE) included in one of the following groups: G, H, I, J, K, LM, N, o, P , Q, R or S. As long as they are not public administrations.

The ultimate recipients of the incentive program 2 must carry out their activity within a CNAE corresponding to group A01, except 017, or within a CNAE corresponding to groups B, C, D, E or F. They may also be recipients last of this program the institutional public sector of any Public Administrations referred to in article 2.2 of Law 40/2015, of October 1, on the Legal Regime of the public sector, as well as private non-profit entities or organizations, provided that, in both cases, they carry out some economic activity for which they offer goods and / or services in the market.

The ultimate recipients of incentive program 3 must carry out their activity within a CNAE corresponding to one of the groups established in the preceding paragraphs by incentive programs 1 and 2.

Total endowment:

Amount of aid. The aid to be granted within the program for this type of action will be monetary deliveries without consideration, as indicated in this annex. The amount of the aid to be awarded will be the sum of the Base Aid and the Additional Aid that may correspond in each case, as established in the following sections and, in any case, said amount will be subject to the limits established by the regulations. European applicable state aid.

1st Base Aid. In each incentive program, it is established as a percentage of the eligible cost of the generation facility and, where appropriate, the storage facility, or as a fixed value per unit of power or storage capacity, "module".


2nd Additional Help. Depending on the type of eligible action, the basic aid may be supplemented with additional aid, as established in the tables included in section A3 within this annex, provided that the conditions required for this are met, in accordance with the provisions of this annex. The calculation of the additional aid will be made by adding the percentage of each of the criteria as appropriate or as a fixed value for power or storage capacity.

All the standard facilities of incentive programs 1 and 2 may increase their percentage of applicable aid over the eligible cost by 5 percentage points when they are located in municipalities with up to 5,000 inhabitants, or non-urban municipalities with up to 20,000 inhabitants whose nuclei have a population less than or equal to 5,000 inhabitants. The identification of the non-urban character of a municipality will be determined according to the Atlas of Urban Areas of the Ministry of Transport, Mobility and Urban Agenda.

Deadline for application:

From the day after the publication of the call (PENDING PUBLICATION) and until December 31, 2023.

Start of action:

For the ultimate recipients of incentive programs 1, 2 and 3, the dates of any firm commitment to perform, as well as the contracts, invoices and proof of payment must be after the date of registration of the application in the corresponding call. of the program to which they are submitted, except in the case of the preparatory actions described in article 13.6 of Royal Decree 477/2011.
